The agricultural policies shift gradually from EU-level organised market interventions to local organised environmental policies. This paper explores the growth possibilities of the Flemish dairy sector with the outlook of a quota abolishment as a case study of this policy shift. The dairy quota policy seems very restrictive for the highly profitable Flemish dairy sector, but the environmental restrictions from the manure regulation can limit the growth of the dairy sector as well. Alternative Territorial Breakdowns of Statistics for Supporting Rural Policies AgEcon

In order to support rural policy making with appropriate information, alternative territorial breakdowns of statistics are necessary. This paper shows how the widely used criterion of 150 inhabitants per km² can be fine tuned to better account for local specific conditions, in particular high population densities. Alternative population density thresholds are confronted with local perceptions of rurality, aggregated in a rurality index. The method is illustrated for two regions that differ in urbanisation level. The rurality index not only increases the discriminatory power, but also helps to find a less erroneous and more robust proxy for international comparable breakdowns of statistics.

An (in)efficiency based measurement of economic resilience AgEcon

The ecosystem and the economic subsystem are interlinked. In fact, it is the overconsumption of scarce resources or the overproduction of bad outputs at economic system level that causes a great part of the imbalances at the ecosystem level. Some imbalances do not originate at the economic system level, but are due to external factors. Given the possibility of external shocks, respecting static sustainability thresholds is not a guarantee for system sustainability. In a dynamic setting, the concept of resilience is therefore helpful. In this paper we show how this concept can complement the traditional efficiency approach to come to a sustainable value creating economic system.

Combining risk perception and risk attitude: A comprehensive individual risk behavior model AgEcon

Although risk management in farming is a well-documented subject in scientific literature, this same literature is usually used only by other scientist and is not aiding individual farmers in their management. Risk perception and risk attitude are well described determinants of risk behaviour but rarely combined in an integrated approach for risk behaviour research. Furthermore in most literature risk attitude is taken as a given stable personality trait on which the optimal behaviour should be based. Cost-benefit analysis of abatement measures for nutrient emission from agriculture AgEcon

In intensive animal husbandry areas surface water N and P concentrations often remain too high. The Water Framework Directive calls for additional nutrient emission abatement measures. Therefore, costs and benefits for possible agricultural measures in Flanders were first analysed in terms of soil balance surplus. Finally, abatement measures for agriculture, households and industry were set off against each other and ranked according to their cost-efficiency by the Environmental Costing Model. Increased dairy cattle efficiency, winter cover crops and increased pig feed efficiency turn out very cost efficient. Other agricultural measures are less cost efficient than for instance collective treatment for households and industry.

Derogation on the EU Nitrates Directive: does it make a difference? AgEcon

The paper discusses an ex ante evaluation of the derogation on the Nitrates Directive for Flanders, Belgium, which is a case of intensive but highly productive livestock areas. The aim is to develop an accurate simulation model to detect small differences in manure surpluses caused by changes of manure production and/or utilization. The system of models consists of various modules to fine tune the calculations of manure production, fertilizing behaviour and manure allocation and disposal on and off farm. Effectiveness of Nitrate Policy in Flanders (1990-2003): Modular Modelling and Response Analysis AgEcon

The impact of current nitrate policy measures in Flanders is estimated. A modular modelling system has been developed for comparing response and pressure indicators and for decomposing the response impact of policy measures. Compared to 1990, the internalised manure surplus is reduced to zero, whereas the distance to target of the soil surface balance to the water quality standard dropped only with 58%. Source-linked and sink-related measures each account for about the half of the manure surplus reduction. The impact of abatement technologies is minor. The modular approach helps to unravel the discrepancy between pressure and response and to propose policy alternatives.

Effects of a flat rate introduction: shifts in farm activity and impact on farmers' income AgEcon

Current thoughts on CAP changes, e.g. the "Health Check", emphasize the necessity to move away from payments based on historical receipts towards a "flatter rate" system. The aim of current research is to simulate the impact of a flat rate system (equal payments per hectare of cultivated land) compared to the current historical system (payments based on individual historic entitlements). Based on a literature review, partially conflicting economic-environmental trade-off paradigms are structured and five necessary conditions for adequate trade-off analysis are put forward. Fertilization: trade-offs between manure abatement and plant productivity AgEcon

In 2005, 30% of the Flemish farms faced a manure excess, while at aggregated level still 9.7% of the emission rights were unused. This means that, despite the various possibilities, Flemish farmers do not succeed in an effective exchange of manure between farms. In current paper is shown how inorganic fertilizer use influences the use and exchange of organic nitrogen. Because of the mutual interdependency between organic and inorganic nitrogen emission rights (or quota), inorganic nitrogen use limits the emission rights for organic nitrogen. Flexible quota constraints in positive mathematical programming models AgEcon

To explain over- and underuse of available quota, Buysse et al. (2007) have integrated the shadow cost of the quota constraint in a quota flexibility function in a positive mathematical programming model. This method and central hypothesis, formulated and tested for the case of Belgian sugar beet farms, is in current paper extended and confirmed for the cases of Flemish dairy quota and manure emission rights. Despite the different organisation, objectives and implementations of the diverse quota systems, the results are similar. Increase in milk price volatility experienced by Flemish dairy farmers: A change in risk profile AgEcon

This paper reports on the increased volatility in the milk price received by Flemish dairy farmers and its consequence on the risk profile of selected Flemish dairy farms. The volatility of the milk price has doubled since January 2007. It is suggested that this increasing volatility could have a significant impact on the risk profile of dairy farms. Indeed our results show that the risk profile is changing depending on the volatility and average price for milk. However this change is not very substantial compared to some other subsectors. Also we show that in our case study of selected farms that if the milk price volatility doubles an average milk price increase of about 12% compensates for the increased volatility on return on assets. A new method for analysing environmental efficiency, based on the materials balance, is proposed. With this method, an environmental allocative efficiency measure can be defined analogously to the more commonly used economic allocative efficiency. Nutrient surplus in pig fattening, a typical balance indicator, is used to illustrate the concept in a two input – one output case. The materials balance based efficiency analysis is elaborated using data envelopment analysis (DEA). Results are compared with those of more common, merely input or output oriented DEA approaches. Modelling Farm Level Economic Potential for Conversion to Organic Farming AgEcon

A farm model is developed for simulating the potential income change resulting from conversion to organic farming. The model uses conventional farm data, taken from the Belgian FADN. Given the normative character of the model, and the impossibility of calibration to historical conversion behaviour, two model variants, a rigid and a flexible, are created to broaden the analysis scope. Moreover, extra attention is paid to the verification process and sensitivity analysis. Results reveal that the economic potential for conversion is rather high, if farmers are willing to change their farm management sufficiently. Modelling the effects of an abolition of the EU sugar quota on internal prices, production and imports AgEcon

We apply a spatial price equilibrium model of the world sugar market to simulate an abolishment of the EU quota system in 2015/16. To overcome the normative nature of the approach, we calibrate the model by attaching a non-linear cost term to each trade flow. This is in some regards similar to positive mathematical programming. We suggest an economic interpretation and an econometric specification of the cost term. Production in the EU increases to almost 16 million tons. Twelve member states increase production, seven reduce it. Preferential imports are significantly reduced. Simulated effects are found to be more pronounced the higher the world market price.

Last decade, the importance of multifunctionality and environmental issues in agricultural policies has been growing. This shift in scope of agricultural policy instruments implies an adjustment of the conventional ex-ante policy analysis systems. New requirements on input and output parameters will be needed. The objective of this paper is to show how the input/output management can be improved. Focus is on how the information management by the system can enhance the policy analysis and decision making and facilitate information flow and social support from the stakeholder debate.

Optimisation of policy interventions in environmental quota AgEcon

The paper analyses the governance choices in production quota with the Flemish nutrient production rights as a case. A static model of quota trade in the short run shows the inefficiency of discrete non-auctioned trade with fixed transaction costs. This model also shows that an obligation to quota sellers to stop their production stimulates structural change. A dynamic model of trade indicates that the measures taken to prevent speculative behaviour causes inefficiencies and stimulates overuse of quota if the penalties are too low. Finally, the dynamic model indicates that a flat rate reduction on traded quota combined with too low penalties for overuse stimulate the total production.
